No, despite the label. It is Mondopoint 27.0 — a foot 27 cm long — written without the decimal point, the same way one of the ski boots on this site writes 275. A European 27 shoe is a child’s.
BOA’s name for this dial mechanism. The listing describes it as giving quick, automatic hold. Like every single-dial system on this shelf it tightens the whole boot at once rather than the ankle separately.
